Abstract: Creating emergency shelters that efficiently respond to disasters is crucial to enhancing urban resilience. University campuses, covering huge areas and developing in most cities, are commonly utilized as city-level emergency shelters globally, providing refuge for thousands of individuals during extreme disasters. Dr. Ma's report primarily addresses the following aspects: 1. Based on Urban Disaster Prevention theory and Urban Morphology, introducing a framework to evaluate the emergency accessibility of campus layouts, which reveal the mechanism between emergency requirements; 2. 42 universities are examined and classified into five categories. The performance and suitability across different disaster scenarios of each type are determined, ultimately proposing targeted optimization strategies. The findings aim to enhance urban shelter utilization efficiency. Additionally, it advocates for the dual use of public facilities, which are beneficial to bolster urban resilience and support sustainable urban development.
